The EIU budget request is aggregated in three distinct areas: operating, capital and program priority requests. Each area has data compiled using internal processes specific for the type of request being made. After a thorough analysis, the official budget document is prepared. The official budget request document is called Resource Allocation and Management Program (RAMP) and is submitted to the Illinois Board of Higher Education (IBHE). This document is prepared by every state-supported university and is submitted to request funding from the state of Illinois.
