MINUTES OF THE COUNCIL ON ACADEMIC AFFAIRS 1-11-01
The January 11, 2001 meeting of the Council on Academic Affairs was held at 2:00 p.m. in the Arcola/Tuscola Room.
Members present: Dr. Bock, Mr. Brinkmeyer, Dr. Cosbey, Dr. Dietz, Dr. Kory, Dr. Marlow, Dr. Methven, Ms. Ninness, Dr. Owen, Ms. Rutter, Dr. Shonk, Dr. Wall, and Dr. Wohlstein.

The minutes of December 7, 2000 were approved as written.
II. Communications.

III. Add to the Agenda:

IV. 00-51. Revised Course Proposal, CDS 4500, Neurological/Embryological Aspects of Communication. Dr. Richard presented the proposal and answered questions of the Council. The motion passed unanimously.
This action approves the following to become effective Fall 2001:
CDS 4500. Neurological/Embryological Aspects of Communication. (3-0-3) F. Neuro/Embryo. Study of embryological development and basic neurological processes
underlying communication. Prerequisite: Admission to the major and CDS 2500 or permission of the department chairperson.
V. Dr. Shonk moved and Mr. Brinkmeyer seconded the motion to delete SPC 3610, Broadcast News Writing, from agenda item number 00-52. The motion passed unanimously.
VI. 00-52. Proposed Revision to Speech Communication's Curriculum.
Dr. Perkins and Dr. Miller presented the proposal and answered questions of the Council. The motion passed unanimously.
This action approves the following to become effective Summer 2001:
Changes to Concentration V B Electronic Journalism and Communication.
Drop JOU 4275, Internship, from required courses.
Add SPC 3540 to elective courses.
Replace "In consultation with their academic advisor, students may also complete a maximum of six semester hours selected from the following list of courses:" with
"In consultation with their academic advisor, students must complete a minimum of six semester hours selected from the following list of courses:"

SPC 2020 Speech Communication Research.
Introduction to the speech communication discipline through encountering its publications and resources. Instruction in APA writing style, research methods, major areas of study and inquiry, and exploration of current controversial issues in the discipline. Included are a variety of writing and research activities.
SPC 2040 Argumentation and Critical Thinking.
Study of how to build, critique, and adapt arguments within a climate of disagreement. Practice in gathering and evaluation of evidence, selection and evaluation of reasoning, and the production, criticism and refinement of both oral and written arguments.
SPC 2300 Persuasion.
Study of the various persuasive strategies used in communication and issues surrounding those strategies. Emphasis will be given to both the performance and critical evaluation of persuasive techniques.
SPC 2320 Discussion.
Study of the nature of discussion, including; preparation, process, leadership, participation, types and forms, and evaluation. Practice in techniques of effective group discussion.
SPC 3200 Rhetorical Criticism.
The analysis of persuasive messages from a variety of mediums. Practice in the application of various critical perspectives to the analysis of persuasive messages.
SPC 3530 Film Communication.
Film as the expression of the performers, producers, directors, writers, and technicians. Critical discussion of film theory, history, and criticism.
SPC 3540 Video Production.
The study and practice of the production of video programs, including scripting, producing, and basic directing. Practical experience in a wide variety of production exercises.
SPC 3710 Intercultural Communication.
Overview of culture and communication on regional, national, and international levels. Examines ways in which cultures respond differently to business, education, and health care contexts. Explores how culture influences perceptions and communication, and provides guidelines for effective intercultural communication. Prerequisite: SPC 2010.
SPC 4030 Seminar.
Seminar in topics which are not covered in the course offerings of the Department of Speech Communication. More than one section in more than one topic possible each semester. May be repeated when topics vary, with up to six hours applied toward the major. Prerequisite: Permission of the instructor or the department chair.

IX. FY 02 Budget Projections.
Interim Provost Wall provided an update on the FY 02 budget, comparing tentative state appropriations to EIU's actual obligations. University-wide planning and budgeting efforts are being directed at this issue, with a focus on identifying and addressing EIU's highest priorities while maintaining the quality and integrity of our programs and services.
