MINUTES OF THE COUNCIL ON ACADEMIC AFFAIRS 2-1-01

The February 1, 2001 meeting of the Council on Academic Affairs was held at 2:00 p.m. in the Arcola/Tuscola Room.

Members present: Dr. Bock, Mr. Brinkmeyer, Dr. Cosbey, Dr. Dietz, Dr. Kory, Dr. Marlow,

Dr. Methven, Dr. Owen, Ms. Rutter, Dr. Shonk, and Dr. Wohlstein.

Member absent: Ms. Catto and Dr. Wall.

Staff present: Ms. Herrington-Perry and Mrs. Chancellor, Academic Affairs.

I. Minutes.

The Minutes of January 18, 2001 were approved as corrected.

Under VII: delete 3100, 3040G; 2435 should be 2435; and add 2445.

II. Communications.

1. 1-12-01 Minutes of the College of Sciences Curriculum Committee Meeting.

      1. 1-16-01 Minutes of Staff Senate Meeting.
      2. 1-18-01 Minutes of the Lumpkin College of Business and Applied Sciences Curriculum Meeting.
      3. Email (1-23-01) from Mary Anne Hanner regarding limits to CR/NC courses.
      4. Copy to the Faculty Senate's Final Report to President Surles on the Fall Faculty Forum on Technology.
      5. Fall Semester 2000 Report of the Academic Waiver Appeals Committee.
      6. Executive Action (1-23-01) from Recreation Administration.
      7. Copy of the (2-1-01) letter from Mark Haines regarding proposed commencement ceremony changes.

III. Add to the Agenda:

Dr. Marlow moved and Dr. Kory seconded the motion to add the following item to the agenda. Voting will be later.

01-09. Proposed Revision of the B.S.B. in Business Administration.

  1. 01-08, EIU 4112G, Women and Technology, Revised Course.

Dr. Woodley presented the proposal and answered questions of the Council. The motion passed unanimously.

This action approves the following to become effective Summer 2001:

EIU 4112G. Women and Technology. (3-0-3) A dialogue on the relationship between women and technology during the past, present, and into the future. Key issues which have affected the mobility of women into technical occupational fields will be studied. Projection will be made for the next decade. Industrial Technology majors are excluded.

V. 00-39, Commencement Ceremony Participation, Revision of IGP #50.

Dr. Dietz and Dr. Kory presented the proposals and answered questions of the Council.

The Committee first voted to consider proposal #1. Dr. Shonk moved and Dr. Dietz seconded the motion.

Proposal #1

IGP #50 (proposed additional language): Students with fifteen (15) semester hours or fewer remaining for completion of their degree requirements will be allowed to participate in the Spring commencement ceremony preceding their final summer term. Those who opt to participate in Spring commencement are subject to the same application deadlines as Spring graduates. No waiver required.

Proposal #2

Students with twelve (12) semester hours or fewer remaining for completion of their degree requirements will be allowed to participate in the Spring commencement ceremony immediately preceding a summer internship, practicum, or student teaching experience. Students who opt to participate in Spring commencement are subject to the same application deadlines as Spring graduates. No waiver is required.

Dr. Bock moved and Mr. Brinkmeyer seconded the motion to accept Amendment #1 to proposal #1.

Amendment #1

IGP #50 (proposed additional language): Students with fifteen (15) semester hours or fewer remaining for completion of their degree requirements will be allowed to participate in the Spring commencement ceremony preceding their final summer term. Those who opt to participate in Spring an early commencement are subject to the same application deadlines as Spring other graduates. No waiver required.

The motion failed with a vote as follows:

Yes: Dr. Bock and Mr. Brinkmeyer.

No: Dr. Cosbey, Dr. Dietz, Dr. Kory, Dr. Marlow,

Dr. Methven, Dr. Owen, Ms. Rutter, Dr. Shonk, and Dr. Wohlstein.

Dr. Marlow moved and Dr. Bock seconded the motion to accept Amendment #2 to proposal #1.

Amendment #2

IGP #50 (proposed additional language): Students with fifteen (15) semester hours or fewer remaining for completion of their degree requirements will be allowed to participate in the Spring commencement ceremony preceding their final summer term. Those who opt to participate in Spring commencement are subject to the same application deadlines as Spring graduates for exceptionality. No waiver required.

The motion passed with a vote as follows:

Yes: Dr. Bock, Mr. Brinkmeyer, Dr. Cosbey, Dr. Dietz, Dr. Kory, Dr. Marlow,

Dr. Methven, Dr. Owen, Ms. Rutter, and Dr. Wohlstein.

No: Dr. Shonk.

After further discussion, Dr. Marlow moved and Dr. Dietz seconded the motion to send the agenda item back to the Committee:

The motion passed with a vote as follows:

Yes: Dr. Bock, Mr. Brinkmeyer, Dr. Cosbey, Dr. Dietz, Dr. Kory, Dr. Marlow,

Dr. Owen, Ms. Rutter, and Dr. Wohlstein.

No: Dr. Methven and Dr. Shonk

VI. 00-50, Using 3rd World/Non-Western Courses to Meet the General Education Cultural Diversity Requirement, Proposal. Dr. Wohlstein presented the subcommittee's recommendation to accept the proposal and answered questions of the Council.

After considerable discussion, the chair ruled that this particular motion was out of order because of the four-year moratorium on General Education.

Pending Executive Action Items:

Changes for COM 3800:

      1. Change prefix to MGT 3800, Introduction to Operations Research;
      2. Offer MGT 3800 on demand instead of Fall, Spring;
      3. Revise prerequisites to state: "MAT 2110G or 2120G, junior standing, admission to the School of Business or majoring in math or chemistry with a concentration in chemistry management or permission of the Associate Chair."

REC 4355 -- Change course offering from "F-even numbered years" to "S-odd numbered years".
