MINUTES OF THE COUNCIL ON ACADEMIC AFFAIRS 10-21-99

The October 21, 1999, meeting of the Council on Academic Affairs was held at 2:00 p.m. in the Arcola/Tuscola Room.

Members present: Dr. Abebe, Dr. Addison, Dr. Bock, Mr. Brinkmeyer, Dr. Cosbey, Mr. Davenport, Dr. T. Mason, Dr. Methven, Dr. Obia, Dr. Owen, Dr. Shonk, Dr. Wohlstein.

Members absent: Ms. Riley.

Mr. Brinkmeyer moved and Dr. Shonk seconded the motion to add the following items to the agenda. Voting will be later.

New Course Proposal, PLS 3353, Politics of Sub-Saharan Africa, 99-41.

New Course Proposal, CHM 4750, Environmental Chemistry, 99-42.

New Course Proposal, CHM 2440, Organic Chemistry I, 99-43.

Revised Course Proposal, CHM 2840, Organic Chemistry II, 99-44.

Proposed Revision of Biochemistry Concentration in CHM Major, 99-45.

Proposed Revision of Chemistry Concentration in CHM Major, 99-46.

Proposed Revision of Chemistry Minor, 99-47.

IV. Review of General Education, 98-59.

The Council discussed the mission statement. The Council agreed that after this meeting, the following CAA Members would meet to amend the proposed mission statement: Addison, Bock, Shonk and Wohlstein. The mission statement will then be attached to the minutes.

1. Dr. Shonk moved and Dr. Methven seconded the motion to delete the word "mindful" in the phrase, "mindful scholarship." The Council discussed the motion.

Mr. Brinkmeyer and Mr. Davenport moved to strike the word "mindful," and replace it with "comprehensive." The motion failed with a vote as follows:

No: Addison, Bock, Cosbey, Davenport, T. Mason, Methven, Obia, Owen, Shonk, Wohlstein.

Yes: Brinkmeyer.

The motion to delete "mindful" failed with a vote as follows:

No: Addison, Bock, Cosbey, Mason, Obia, Owen, Wohlstein.

Yes: Brinkmeyer, Davenport, Methven, Shonk.

2. Dr. T. Mason moved and Dr. Methven seconded the motion to strike the word "global" in the phrase "global citizenship." The Council discussed the motion. The motion failed with a vote as follows:

No: Addison, Bock, Brinkmeyer, Cosbey, Obia, Owen, Wohlstein.

Yes: Davenport, T. Mason, Methven, Shonk.

3. Dr. Shonk moved and Dr. Obia seconded the motion to include the Constitution as a requirement in the Social and Behavioral Sciences segment. The Council discussed the motion. The motion passed with a vote as follows:

Yes: Addison, Brinkmeyer, Cosbey, Davenport, T. Mason, Obia, Shonk, Wohlstein.

No: Bock, Methven, Owen.

    1. Dr. Wohlstein moved and Mr. Davenport seconded the motion to include cultural diversity as a requirement in the general education program. The motion passed with a vote as follows:

      2. Yes: Addison, Bock, Brinkmeyer, Cosbey, Davenport, Mason, Obia, Owen, Riley, Shonk, Wohlstein.

      No: Methven.

    2. Dr. Bock moved and Dr. Obia seconded the motion to change the Scientific Awareness segment to require 7-8 credits. The motion failed with a vote as follows:

      Yes: Addison, Cosbey, Obia, Wohlstein.

    3. Mr. Brinkmeyer moved and Mr. Davenport seconded the motion to change the Scientific Awareness segment to require 8 credits. Motion failed with a vote as follows:

      4. No: Addison, Bock, Cosbey, Davenport, Mason, Methven, Obia, Owen, Riley, Shonk.

      Yes: Brinkmeyer.

    4. Dr. Obia moved and Mr. Davenport seconded the motion to reinstate FCS 2472C, HST 2000C, and PED 2850C to the Social and Behavioral Sciences segment. The motion failed with a vote as follows:

      Yes: Brinkmeyer, T. Mason, Methven, Obia, Owen.

    5. Mr. Davenport moved and Mr. Brinkmeyer seconded the motion to reinstate EDF 2171C to the Social and Behavioral Sciences segment. The motion failed with a vote as follows:

No: Addison, Bock, Cosbey, T. Mason, Methven, Obia, Owen, Shonk, Wohlstein.

Yes: Brinkmeyer, Davenport.

From the Lumpkin College of Business and Applied Sciences -- change in number of minutes in the lab for MSC1001, 1002, 2100, and 2200 from 50 minutes to 80 minutes.

From the College of Sciences

  1. CHM 2430 -- change course title from "Organic Chemistry I" to "Survey of Organic Chemistry."
  2. CHM 3450 -- change prerequisite to read as follows: "CHM 2430 or CHM 2840 (or concurrent enrollment therein)."
  3. CHM Major (B.S.) -- replace CHM 2430 with CHM 2440 (pending approval of the new course proposal for CHM 2440) so the requirements would read as follows: "Chemistry 1310, 1315, 1510C, 1515C, 2310, 2440, 2435, 2730, 2840, 2845, 3000, 3001, 3500, 3780, 3910, 3915…….33 sem. hrs."
  4. ECN 4813 -- change course title from "Economics of Eastern Europe and Eurasia" to "Transition Economies."
  5. PLS 3383 -- delete from the curriculum, pending approval of new courses, PLS 3333 and PLS 3353.
  6. PLS 4793 -- change course title from "Public Administration: Organization and Process" to "Public Organization Theory."
  7. PLS 4873 -- change course title from "Government Personnel Administration" to "Human Resource Management in Government."
  8. PLS 4893 -- change course title from "Government Budgeting and Taxation" to "Government Budgeting and Financial Management" and change course description to read as follows: "An analysis of the various methods and techniques of public budgeting including an examination of revenue and expenditure patterns and important aspects of federal, state, and local financial management. Prerequisite: PLS 1153C or permission of the instructor."
