MINUTES OF THE COUNCIL ON ACADEMIC AFFAIRS 11-16-00

The November 16, 2000 meeting of the Council on Academic Affairs was held at 2:00 p.m. in the Arcola/Tuscola Room.

Members present: Dr. Bock, Dr. Cosbey, Dr. Dietz, Dr. Kory, Dr. Marlow, Dr. Methven, Ms. Ninness, Dr. Owen, Dr. Shonk, and Dr. Wohlstein.

Members absent: Mr. Brinkmeyer, Ms. Rutter, and Dr. Wall.

Staff present: Ms. Herrington-Perry and Mrs. Chancellor, Academic Affairs.

Guests present: R. Flaherty, L. Ghent, N. Isacson, E. Karbassioon, B. Kuykendall, V. Roetker, and J.Ryan.

I. Minutes.

The Minutes of November 9, 2000 were approved as written.

II. Communications.

    1. 10-31-00 and 11-7-00 Minutes of Faculty Senate.
    2. 10-27-00 Minutes of the College of Sciences Curriculum Committee Meeting.
    3. Dean Ivarie's response to CAA's questions regarding the October 2000, Academic Waiver Report.

III. Add to the Agenda:

Dr. Dietz moved and Dr. Methven seconded the motion to add the following items to the agenda. Voting will be later.

00-41 New Course Proposal, ART 3400, Art Education for Elementary Schools.

00-42 New Course Proposal, ART 3405, Art Education for Elementary Schools Studio.

00-43 New Course Proposal, ART 3415, Art Education for Secondary Schools Studio.

IV. Revised Course, MAR 3490, Business-to-Business Marketing, 00-36.

Dr. Marlow presented the proposal and answered questions of the Council. The motion passed unanimously.

This action approves the following to become effective Spring 2001.

MAR 3490. Business-to-Business Marketing. (3-0-3) F, S. Development of comprehensive programs of product, pricing, promotion, and distribution strategies for marketing to businesses and not-for profit organizations. Prerequisite: BUS 3470. WA. (This course will replace the current MAR 3490, Marketing Channels.)

V. New Course, ECN 3875, Health Economics, 00-37.

Dr. Karbassioon and Dr. Ghent presented the proposal and answered questions of the Council. The motion passed unanimously.

This action approves the following to become effective Fall 2001.

ECN 3875 - Health Economics. (3-0-3) F, S. A course using economic tools to understand various issues and problems pertaining to medical care. Examines the production of and demand for medical care, health care systems and institutions, the role of government in health care markets, and the behavior of specific health care industries. Prerequisite: ECN 2802G or permission of the instructor. WA.

VI. Revision of the Option in Economics with International Studies Major (B.A.), 00-38.

Dr. Karbassioon and Dr. Ghent presented the proposal and answered questions of the Council. The motion passed unanimously.

This action approves the following to become effective Spring 2001.

1 Substitution of Business, Mathematics or other equivalent courses for Economics 3971 and/or 3972 does not reduce the 33 semester hours required In Economics courses.

2 On the basis of the ACT Mathematics score, a student may also be required to take Mathematics 1270 and/or 1271.

3 No more than six semester hours may be counted from either History or Political Science.

*It is strongly recommended that students complete Mathematics 2110G (or 1440G or 1441G) and 2120G (or 2550) before enrolling in Economics courses numbered 4750 and above.

**These courses are recommended for those students who wish to enter Ph.D. programs in Economics. It is also strongly recommended that prospective Ph.D. students complete the entire calculus sequence by following Mathematics 1441G or 1440G with Mathematics 2442 and 2443 which are prerequisites for Mathematics 3701 and 3702, as well as differential equation sequence MAT 3501 and 3502.

NOTE: Addition of ECN 4689, in bold, is the only proposed change.

VII. Revision of the Internal Governing Policy #50, Participation in Commencement Ceremony, 00-39.

Dr. Fischer presented some problems with the current policy and Ms. B. Kuykendall presented the history of the policy to the Council. Discussion centered on different ways to improve the existing policy.

Dr. Dietz moved and Dr. Kory seconded the motion to postpone this item until the December 7, 2000 meeting, when more information regarding this policy could be shared with the Council.

Dr. Dietz, Dr. Kory, and Ms. Kuykendall will look at other Universities and their policy regarding participation in Commencement Ceremony.

VIII. Moratorium on the addition of New Courses to the General Education Program, 00-40.

Tim Shonk presented the proposal and answered questions of the Council.

Dr. Bock moved and Dr. Shonk seconded the following motion:

"The CAA will not consider adding any new courses to the General Education program until May 31, 2004, with the exception of Senior Seminars and African-American Studies courses."

The motion passed with a vote as follows:

Yes: Dr. Bock, Dr. Cosbey, Dr. Methven, Ms. Ninness, Dr. Owen, Dr. Shonk,

and Dr. Wohlstein.

No: Dr. Dietz, Dr. Kory, and Dr. Marlow.

This action approves the following to become effective immediately:

The CAA will not consider adding any new courses to the General Education program until May 31, 2004, with the exception of Senior Seminars and African-American Studies courses.

EXECUTIVE OFFICER'S REPORT:

This action approves the following to become effective Spring 2001:

 

CIS 3900. Java Programming. (3-0-3). A study of object oriented programming using the Java language. Includes scalar, aggregate, reference types, statements, expressions, methods, libraries, classes, objects, and overloading. Emphasizes development of objects including the concepts of polymorphism, encapsulation and inheritance. Prerequisites: CIS 3320, junior standing, and admission to the School of Business or permission of the Associate Chair, School of Business.

 

CIS 4330. Advanced Java Programming. (3-0-3) Emphasis on the object paradigm, object-oriented design, interactive development, class construction, test, version control, modification and extension and reuse. Exercises and team projects use the Java language in an object-oriented environment. Prerequisites: CIS 3900 and admission to the School of Business.
