MINUTES OF THE COUNCIL ON TEACHER EDUCATION
August 25, 1998
The Council on Teacher Education met at 2:00 p.m. on Tuesday, August 25, 1998, in the Arcola/Tuscola Room of
the MLK Union.
Members present: Dr. Campanis, Mr. Consolino, Dr. Cosbey, Dr. Edwards, Dean Hitch, Ms. Hooser, Dr.
Hussey, Dr. Luft, Dr. McGaughey, Dr. Olsen, Dr. Poulter, Dr. Sylvia.
Staff present: Ms. Dolson, Dr. Evans, Ms. Herrington-Perry, Academic Affairs.
Guests present: Dr. Doug Bower, Dr. Brian Reid, Ms. Esther Witsman.
I. Welcome and Introductions.
Chair McGaughey welcomed everyone to the first meeting of the Council. He asked the Council members
to introduce themselves.
II. Student Representatives for COTE.
Chair McGaughey asked for recommendations for student representatives from the following two areas:
Early Childhood, Elementary and Middle Level Education and Secondary Education. Mr. John Consolino
is serving as the student representative from the Special Education area.
III. Minutes.
Dr. Luft moved and Ms. Hooser seconded the motion to approve the Minutes of the July 9, 1998, meeting
as published. Motion passed with one abstention.
IV. Communications.
1. CGS Dates for 1998-99.
2. CAA Membership and Dates for 1998-99.
3. Memo (8-25-98) from Dr. Charles Evans requesting that the Council appoint a representative to serve
a two-year term on the University Academic Assessment Committee. Dr. Janet Cosbey was appointed.
V. 98-1 Student Appeals (SA 09).
Dr. Campanis moved and Dr. Luft seconded the motion to add this item to the agenda. The motion to add
this item to the agenda passed. Dr. Poulter moved and Dr. Edwards seconded the motion to suspend the
rules and act on this item. The motion to suspend the rules passed.
Dr. Luft moved and Mr. Consolino seconded the motion to support the sub-committee's recommendation
to grant the appeal to allow the student to waive the requirements to student teach. The motion failed with
the following vote:
Yes: Mr. Consolino, Dr. Edwards, Dr. Hussey, Dr. Luft, Dr. Olsen.
No: Dr. Campanis, Dr. Cosbey, Ms. Hooser, Dr. McGaughey, Dr. Poulter, Dr. Sylvia.
VI. Executive Director's Report.
Dean Hitch will keep the Council updated regarding the proposals that are being considered by the Illinois
State Board of Education.
Dr. Poulter reported that the amendment of House Bill 452 will retain the Type 10 teacher's certificate.
November 6, 1998, is the date for the Stockman Institute held at Eastern. The emphasis this year will be
on alternative certification for teachers.
Dean Hitch reported some administrative changes in the College of Education and Professional Studies:
1. Mary Ellen Varble has returned to teaching in the Early Childhood, Elementary and Middle Level
Education Department.
2. Several resignations were received just prior to Fall semester.
3. Dr. Brian Reid, Director of the Professional Development Schools, has also been working in the
Student Teaching Department.
4. Dr. Doug Bower has been appointed Associate Dean of the College of Education and Professional
Studies.
