MINUTES OF THE COUNCIL ON TEACHER EDUCATION

October 27, 1998

The Council on Teacher Education met at 2:00 p.m. on Tuesday, October 27, 1998, in the Arcola/Tuscola Room of the MLK Union.

Members present: Dr. Campanis, Dr. Cosbey, Dr. Edwards, Dean Hitch, Ms. Hooser, Dr. Hussey, Ms. Lehman, Dr. Luft, Dr. McGaughey, Dr. Olsen, Dr. Poulter, Dr. Sylvia, Ms. Traub, Dr. D. Wolf.

Member absent: Mr. Consolino.

Staff present: Ms. Dolson, Dr. Evans, Ms. Herrington-Perry, Academic Affairs.

Guests present: Dr. B. Reid, Dr. K. Shank.

    I. Minutes.

    The Minutes of October 27, 1998, were approved as published.

    II.Dr. Kathlene Shank, representing the Teacher Education Steering Committee, discussed tuition-by-the-hour in the context of student teaching. While COTE has approved the requirement that students must complete a semester-long student teaching experience, the number of hours comprised by that semester has not been fixed. At the November 10 COTE meeting, the Steering Committee will present a proposal intended to clarify the number of semester hours required during the student teaching semester and to eliminate inconsistent references in the Undergraduate Catalog. Dr. Shank asked the Council to email or call her with additional concerns/suggestions.

    Ms. Hooser moved and Dr. Campanis seconded the motion to add this item to the agenda. Voting will be later.

    V.Executive Director's Report:

Dean Hitch highlighted a few of the new amendments to the ISBE Certification Rules: staged certificates, alternative programs and core standards. The three-tiered system of certification includes initial, standard and master certificates. She mentioned that the alternative programs are significantly different. A means of assessing the core competencies has not yet been developed. More information is available at the IBSE website (http://www.isbe.state.il.us).
