October 28, 1997

The Council on Teacher Education met at 2:00 p.m. on Tuesday, October 28, 1997, in the Arcola/Tuscola Room of the MLK Union.

Members present: Dr. Barnhart, Dr. Campanis, Dr. Cosbey, Dr. Greathouse, Dr. Henn, Dean Hitch, Ms. Hooser, Dr. Hussey, Dr. Luft, Dr. McGaughey, Ms. Quast, Dr. Schroeder.

Members absent: Dr. Poulter, Mr. Sloan, Ms. Stringer.

Staff present: Ms. Dolson, Academic Affairs.

I. Minutes.

Dr. Luft moved and Ms. Hooser seconded the motion to approve the Minutes of the October 14, 1997, meeting as published.

II. 97-9 Student Appeals.

SA18 and SA19: Dr. Campanis moved and Dr. Schroeder seconded the motion to add these items to the agenda. The appeals will be presented at the November 11 meeting.

SA17: Dr. Campanis moved and Dr. Cosbey seconded the motion to support the subcommittee in denying the appeal to allow the student to waive the requirements for approval to student teach. The motion passed with the following vote:

9 yes

1 abstain

III. Executive Director=s Report.

At the November 11 meeting Dean Hitch will present a proposal detailing the structure of the advisory committee charged to monitor the teacher selection process.

Dean Hitch reported on the Illinois State Board of Education (ISBE) Professional Development Initiative. Significant changes in teacher preparation and certification are likely to occur as the result of this initiative. Among the changes may be the requirement that teacher preparation institutions submit program folios for individual majors to NCATE - identified national standards. The state is still working on the framework and specific requirements have not yet been identified.
