MINUTES OF THE COUNCIL ON TEACHER EDUCATION

December 8, 1998

The Council on Teacher Education met at 2:00 p.m. on Tuesday, December 8, 1998, in the Arcola/Tuscola Room of the MLK Union.

Members present: Dr. Campanis, Dr. Cosbey, Dr. Edwards, Dean Hitch, Ms. Hooser, Dr. Hussey, Ms. Lehman, Dr. Luft, Dr. McGaughey, Dr. Olsen, Dr. Poulter, Dr. Sylvia, Ms. Traub.

Member absent: Mr. Consolino, Dr. D. Wolf.

Staff present: Ms. Dolson, Ms. Herrington-Perry, Academic Affairs.

Guests present: Dr. D. Bower, Ms. L. Green, Dr. E. Keiter, Dr. B. Reid.

I. Minutes.

The Minutes of November 10, 1998, were approved as published.

II. Communications:

III. 98-1 Student Appeals (SA12, SA 13)

98-10 Chemistry Major/Minor Credit Hour Requirements.

Ms. Hooser moved and Dr. Olsen seconded the motion to put these items on the agenda and suspend the rules and vote on these items today. The motion passed unanimously.

IV. 98-1 Student Appeals (SA 11, SA 12, SA13)

SA11: Dr. Luft moved and Dr. Poulter seconded the motion to support the subcommittee's recommendation to grant the appeal to allow the student to waive the requirements for approval to student teach. The motion to grant the appeal passed unanimously. (This does not guarantee the student placement in the Spring 1999 semester.)

SA12: Ms. Hooser moved and Dr. Luft seconded the motion to support the subcommittee's recommendation to deny the appeal to allow the student to waive the requirements for approval to student teach. The motion to deny the appeal passed unanimously.

SA13: Dr. Campanis moved and Dr. Luft seconded the motion to support the subcommittee's recommendation to deny the appeal to allow the student to waive the requirements for approval to student teach. The motion to deny the appeal passed with the following vote:

Yes: Dr. Campanis, Dr. Edwards, Dr. Hussey, Ms. Lehman, Dr. Luft, Dr. McGaughey, Dr. Poulter, Dr. Sylvia.

No: Dr. Cosbey, Ms. Hooser, Dr. Olsen, Ms. Traub.

  1. 98-9 Academic Load During Student Teaching Semester.
  2. Dean Hitch, Dr. Doug Bower, and Dr. Brian Reid, College of Education and Professional Studies, presented the revised proposal and answered questions of the Council. The motion to approve the revised proposal passed unanimously.

    This action approves the following to become effective Fall 1999:

    Full Semester of Student Teaching Consists of 15 Weeks for Minimum of 14 S.H.

    PED students' STG 4001 hours may include 3 hours of upper division

    Exceptions: These programs will require exemptions to the maximum load.

    FCS students only: STG for 12 weeks with the other weeks consisting

    of FCS 3400 (Methods)

    SPE students complete 16 weeks of student teaching

    Dr. Edwards and Dr. Sylvia exited at this point.

  3. 98-10 Chemistry Major/Minor Credit Hour Requirements.

Dr. Ellen Keiter, Chemistry, presented the proposal and answered questions of the Council. The motion to approve the credit hour requirements passed unanimously.

This action approves the following to become effective Spring 1999:

VII. Executive Director's Report

Dean Hitch updated the Council on the following items from the ISBE: the program approval process has not yet been defined; legislature for the new certification system goes into effect January 1, 1999; how professional development of teachers will relate to the new certification system and the impact it will have on our students is still unclear. Dean Hitch will update the Council as new information is available. If faculty have any questions regarding the new certification system, please contact Pat Hollicross in the Dean's Office.
