MINUTES OF THE COUNCIL ON TEACHER EDUCATION
February 9, 1999
The Council on Teacher Education met at 2:00 p.m. on Tuesday, February 9, 1999 in the Arcola/Tuscola Room of the MLK Union.
Members present: Dr. Campanis, Dr. Edwards, Dean Hitch, Ms. Hooser, Ms. Lehman, Dr. Luft, Dr. McGaughey, Dr. Olsen, Dr. Poulter, Dr. Sylvia, Ms. Traub, Dr. D. Wolf.
Members absent: Dr. Cosbey, Dr. Hussey.
Staff present: Ms. Dolson, Ms. Herrington-Perry, Academic Affairs.
Guests present: Dr. D. Bower, Ms. K. Dailey, Ms. J. Reed, Dr. A. Shelton.
I. Minutes.
The Minutes of January 26, 1999, were approved as corrected:
VI. Dr. Richard Roberts, Counseling and Student Development, presented the revision and answered questions of the Council. The motion to approve the revision passed with the following vote:
Yes: Dr. Campanis, Dr. Edwards, Ms. Hooser, Dr. Hussey, Dr. Luft, Dr. McGaughey, Dr. Olsen, Ms. Traub, Dr. Wolf.
Abstain: Dr. Sylvia.
This action approves the following to become effective Summer 1999: ….
II. Communications:
1. CAA Minutes from 1/21/99.
2. CGS Minutes from 1/19/99.
3. LCOBAS Curriculum Committee Minutes from 1/20/99.
4. COS Curriculum Committee Minutes 1/26/99.
5. Chair McGaughey stated that items to be included on the agenda need to be delivered to Sally Dolson by 4:30 p.m. the Wednesday prior to the Tuesday COTE meeting.
6. Chair McGaughey distributed copies of the ISBE Content-Area Standards found at the ISBE website. The address is
7. Chair McGaughey mentioned that the state of Massachusetts is offering a $20,000 (over four years) signing bonus for teachers.
III. 99-2 History Major with Teacher Certification, Revision.
Dr. Anita Shelton, History, presented the revision and answered questions of the Council. The motion to approve the revision passed unanimously.
This action approves the following to become effective Fall 1999:
Option in History with Teacher Certification*
Standard High School Certificate
History 1500C or 1501C or 1502C 1, 2010,
2020, 2300, 2400, 2500 or 2510, 3600C 2* ---------- 18-21 sem. hrs.
History electives numbered above 3000 to
include nine sem. hrs. in U.S. history
and nine sem. hrs. in non-U.S. history------------------ 18 sem. hrs.
Social Science 34003------------------------------------------ 3 sem. hrs.
Total---------------------------------------------------------- 39-42 sem. hrs.
(Satisfactory completion of this major requires: (1) a grade of C or better in each course that applies to the 36 semester hours of history required; (2) a major and cumulative GPA of at least 2.75 in all courses attempted at EIU; and (3) at least 12 semester hours of the 36-semester-hours requirement in history must be in courses taken at EIU. Courses taken on a Credit/No Credit basis do not count toward this major.

Required if credit not acquired for ART 3620C, English/Philosophy 3100C or 3110C or Geography 1100C. If the Art, English, or Geography course is taken, then an additional non-U.S. course above 3000 is required.2
Required if credit not acquired for Political Science 1153C. If the Political Science course noted in the previous sentence is taken, then an additional U.S. course above 3000 is required.3
Social Science 3400 may be omitted if the student has credit in a methods course in one of the following: business education, English, foreign languages, biological sciences, mathematics, physical science, or speech communication.IV. Executive Director's Report:
