MINUTES OF THE COUNCIL ON TEACHER EDUCATION April 27, 1999
The Council on Teacher Education met at 2:00 p.m. on Tuesday, April 27, 1999, in the Arcola/Tuscola Room of the MLK Union.
Members present: Dr. Campanis, Dr. Cosbey, Dr. Edwards, Dean Hitch, Ms. Hooser, Dr. Hussey, Ms. Lehman, Dr. Luft, Dr. McGaughey, Dr. Olsen, Dr. Poulter, Dr. Sylvia, Ms. Traub, Dr. D. Wolf.
Members absent: Ms. Lehman.

I. Minutes.
The Minutes of March 23, 1999, were approved as published.
II. Communications.
3. Report from the Selective Admissions Advisory Committee.
In regards to the State Certification Test Results: Dr. Bower reported that an analysis of EIU student's performance on the State Teacher Certification Tests has been completed. The analysis examined the examinee results from the past five years. On the Basic Skills Test, 92% of Eastern students taking the test pass it on their first attempt compared 91% for the entire state.
Information on specific content area tests are being shared with the relevant departments. It is hoped that departments will review the results and use them to evaluate their strengths and weaknesses of their programs in reference to the state identified objectives as measured by student performance on these tests. It is important to be aware of our students performance on these tests in light of the federally mandated reporting structures currently being developed under Title II. Under Title II will be held accountable for the performance of students completing our programs.

Dr. Edwards moved and Dr. Poulter seconded the motion to add these items to the agenda and suspend the rules to act on the items. The motion passed unanimously.

Dr. Luft moved and Dr. Sylvia seconded the motion to combine 99-7, 99-8, and 99-9 as one vote. Motion to combine agenda items passed by consensus.
Dr. Lillian Greathouse, School of Business, presented the revisions and answered questions of the Council. The motion to approve 99-7, 99-8 and 99-9 passed unanimously.
This action approves the following to become effective Fall 1999:

Standard High School Certificate
The Technology Education program at Eastern Illinois University is designed to prepare students to teach industrial arts/technology education at the secondary school level. Graduates of the program are certified by the State of Illinois to teach grades six through twelve.

Ms. Hooser moved and Dr. Campanis seconded the motion to combine 99-5 and 99-6 as one vote. Motion to combine agenda items passed by consensus. Dr. Carol Helwig, Early Childhood, Elementary, and Middle Level Education, presented the proposals and answered questions of the Council. The motion to approve 99-5 and 99-6 passed unanimously.

Add:
Physical Science: A total program must include both Chemistry and Physics. Concentration must also include Earth Science/Geology. Nine semester hours must be at the upper division level. Suggested Concentration: 3-4 semester hours in Chemistry, with lab, it not included in the General Education course work; 3-4 semester hours in Physics, with lab, if not included in the General Education course work; 3-4 semester hours from Earth Science/Geology. Electives to equal 18 semester hours. Nine semester hours of upper division course work must be included.

SA3 - Dr. Luft moved and Ms. Hooser seconded the motion to support the subcommittee's recommendation to deny the appeal. The motion to deny the appeal passed unanimously.
SA4 - Dr. Poulter moved and Dr. Slyvia seconded the motion to support the subcommittee's recommendation to deny the appeal. The motion to deny the appeal passed unanimously.
SA5 - Dr. Hussey moved and Dr. Wolf seconded the motion to support the subcommittee's recommendation to grant the appeal, contingent upon the student being selected in the May 1999 selection process. The motion to grant the appeal, with the contingency, passed unanimously.
SA6 - Dr. Luft moved and Dr. Hussey seconded the motion to return the information to the student and request a complete file be resubmitted that would include all the paperwork. The motion passed unanimously.
SA7 - Ms. Traub moved and Dr. Wolf seconded the motion to support the subcommittee's recommendation to deny the appeal. The motion to deny the appeal passed unanimously.
SA8 - Dr. Wolf moved and Dr. Cosbey seconded the motion to support the subcommittee's recommendation to grant the appeal, contingent upon the student being selected in the May 1999 selection process. The motion to grant the appeal, with the contingency, passed unanimously.
SA9 - Dr. Sylvia moved and Dr. Edwards seconded the motion to support the subcommittee's recommendation to grant the appeal, contingent upon the student being selected in the May 1999 selection process. The motion to grant the appeal, with the contingency, passed unanimously.
SA10 - Dr. Wolf moved and Dr. Luft seconded the motion to support the subcommittee's recommendation to grant the appeal. The motion to grant the appeal passed unanimously.
SA11 - Dr. Luft moved and Dr. Cosbey seconded the motion to support the subcommittee's recommendation to deny the appeal. The motion to deny the appeal passed unanimously.
Chair: Dr. McGaughey nominated Ms. Hooser. Hearing no other nominations, Chair McGaughey closed the nominations. Ms. Hooser was elected by acclamation.
Vice Chair: Ms. Hooser nominated Dr. Poulter. Hearing no other nominations, Chair McGaughey closed the nominations. Dr. Pouler was elected by acclamation.
Dean Hitch updated the Council on Bill 556. The new certification change over date is February 15, 2000.
