MINUTES OF THE COUNCIL ON TEACHER EDUCATION 10-24-00

The Council on Teacher Education met at 2:00 p.m. on Tuesday, October 10, 2000, in the Arcola/Tuscola Room.

Members present: Dr. K. Bower, Dr. Campanis, Ms. Eckroth, Dr. Edwards, Dr. L. Greathouse, Dean Hitch, Dr. Hooser, Dr. Hussey, Dr. Olsen, Dr. Sylvia, Ms. Traub, and Dr. Wolf.

Member absent: Ms. Nelson.

Staff present: M. Herrington-Perry and Mrs. Chancellor, Academic Affairs.

Guests present: Dr. Roberts and Dr. Shank.

I. Minutes.

The Minutes of October 10, 2000 were approved as amended.

Dr. McNitt and Dr. Wolf were absent.

On page 2, under the agenda items, 00-03 should be numbered 00-04.

  1. Communication.
    1. Dr. McNitt volunteered to represent COTE on CAA's Taskforce on Technology.
    2. The "green sheet" was distributed. Discussion centered on the format and the baccalaureate GPA.

III. Agenda item 00-06.

Dr. Greathouse moved and Dr. Campanis seconded the motion to add the following item to the agenda. Voting will be later.

00-06 Proposed Revision in the Program in Counseling & Student Development.

Dr. Roberts presented the proposal and answered questions of the Council. Discussion centered on the department's decision to change the Community Counseling major to a concentration in the new M.S. in Counseling program.

IV. New Program, M.S. Teacher Education Program (NBPTS), 00-02.

Dean Hitch presented the proposal and answered questions of the Council. The motion passed by acclamation.

This action approves the following to become effective Fall 2001, pending IBHE approval.

COLLEGE OF EDUCATION AND PROFESSIONAL STUDIES

Degree: Master of Science in Education

Major: Master Teacher

Coordinator of Graduate Studies, Master Teacher Program

Graduate Faculty: See Graduate Faculty in Counseling and Student Development; Early Childhood, Elementary and Middle Level Education; Educational Administration; Secondary Education and Foundations; Special Education

Program Mission: This program is aligned with the National Board for Professional Teaching Standards (NBPTS) and is designed to meet the needs of practicing PreK-12 teachers who wish a planned program of study focusing on increasing pedagogical knowledge and skills. Course products may be used in the development of a portfolio for the NBPTS certification process.

Admission Requirements:

To be eligible for degree candidacy, applicants must:

Study Plan Approval:

The study plan must be approved by the department in which the student is completing disciplinary focus studies prior to completion of 12 semester hours of graduate credit which count toward the graduate degree. The plan must be filed with the Coordinator of Graduate Studies, Master Teacher Program.

Degree Requirements: The Degree requirements listed below include those outlined for the Master of Science in Education Degree by the Graduate School (see "Requirements for the Master of Science in Education Degree."). The degree requires 33-37 semester hours of graduate study as follows:

Foundational Core (8-9):

EDP 5300 – Theory into Practice: Psychological Foundations for Educational Practice (3)

AND

EDF 5500 – Theory into Practice: Curriculum Development (3)

OR

EDF 5530 (2) Theory into Practice: Philosophical Foundations for Educational Practice

  1. New Teacher Scholarship Program, Education Scholars Program, 00-04.

Dr. Shank presented the proposal and answered questions of the Council. Discussion centered on the meaning of first time freshman. It was determined that first time freshman was anyone who entered Eastern Illinois University with 29hours or less.

This action approves the following to become effective Fall 2001:

 

Education Scholars Program

Goals: To attract first time freshman students who have demonstrated excellent scholarship to enroll in teacher education programs at Eastern Illinois University, the premier institution for teacher preparation in Illinois.

Program: Students seeking initial enrollment (First Time Freshmen) at Eastern Illinois University may be guaranteed Selection under the Selection Process for Teacher Certification programs at the time of admission to Eastern Illinois University if they: 1) have indicated on their application that they plan to pursue a major with teacher certification or have declared a major with teacher certification; and 2) have an ACT Composite score of 24 or greater and have a high school class rank in the upper 1/2 of their graduating class. While selection is only one step in the continuous assessment process required for admission, retention and graduation from teacher education programs at EIU, it is an important step.

Benefits: Students qualifying for the Education Scholars Program as described above will receive:

Expected Impact: Estimates indicate a potential of 125-150 qualified candidates per year.
