As with any study, this
research report has limitations. The
listing of Eastern majors and first-time transfer student enrollment
information was obtained from the Office of Planning and Institutional Studies
from data collected, coded and reported as 10th day enrollment for
each of the study years. Some majors
may not appear in the table listings because over the three-year study,
students did not select that major. In
addition, there were student enrollments reported for majors that may have been
deleted or combined to create new majors.
This was found mainly in some of the majors from the College of Business
and Applied Sciences and Biological Sciences within the College of
Science. For research purposes, student
enrollment in majors was kept consistent with the data received and
interpolation, as to enrollment in current majors at the time of this study,
was left to the reader.
There were slight differences in the Office of Planning and Institutional Studies files in regard to each fall semesters’ total enrollment figures for all first-time transfer students as reported in Tables 1 through 4 and 6. The transfer college history file tape, from which data were used for this study, did not include first-time transfer student data from the enrollment file tape when there was a missing code indicating a specific transfer college attended. The differences in totals for all first-time transfer students between these two files for each of the three years of the study were as follows:

Over a ten-year period, beginning with the 1991 fall semester, transfer enrollment has averaged 40 percent of the undergraduate enrollment. Since 1995, however, on-campus undergraduate transfer student enrollment has dropped below 40 percent each fall semester; and for the 1998 fall semester it was 36 percent and the 2000 fall semester, 35 percent (see Appendix D).
A comparison of all
first-time transfer students enrolled at Eastern, on- and off-campus, to
first-time transfer student enrolled from Illinois community colleges and
select two-year colleges for the same time period is shown in Table 1.

Over the past three years of the study, the data revealed about three-fourths (74.9%) of the total first-time transfer students enrollment were comprised of transfer students from Illinois public community colleges and select two-year private institutions. It is interesting to note that the percentage of Illinois first-time community college transfer students has decreased every year when compared to all first-time transfers for those same years. The largest decrease in all first-time transfer student enrollments was between the fall 1999 and 2000 semesters. All first-time

transfer students decreased by 161 students, 1072 to 911, while Illinois community college transfer students decreased by 127 students, 800 to 673, respectively. For the fall 2000 semester, less than 50 students were first-time transfer students from out-of-state colleges and universities. The remaining first-time transfer students were predominately from other colleges and universities in Illinois (See Appendix A).
The number of credit hours
transferred and the age of all first-time transfer students who enrolled at
Eastern Illinois University in the 1998 through 2000 fall semesters is shown in
Table 2. Over the three years of the study data, the average number of
credit hours transferred and the average age of the transfer students remained
relatively constant. Students transferred
about 57 credit hours each fall semester with the highest being 193 credit
hours and the lowest zero. Students who
did not transfer credit hours were included, as transfer students because they
attended another college but the course(s) they took were not transferable.
The average age of all first-time transfer students who enrolled
at Eastern during the years of the study data was approximately 22 years. It is interesting to note that the transfer
student age ranged from 17 to 63 years old.
The predominate ethnic
backgrounds (PEB) of all first-time transfer students who enrolled at Eastern
during the fall semesters of the study are shown in Table 3. The study data
reveals that the PEB percentage has remained relatively in the same proportion
for each of the fall semesters. The
predominate ethnic backgrounds designated by almost 90 percent of first-time
transfer students was White followed by approximately five percent who
indicated Black. About two and one-half
percent of the transfer students denoted Hispanic. The PEB’s of Asian, Native American and International transfer
students were all under one percent.

The major areas of study and
clusters all first-time transfer students enrolled at Eastern during the fall
semesters of the study are shown in Table
4 (See Limitation of Study). The
1999 fall semester had the largest number of enrolled transfer students when
compared to the other two years of the study.
There were 161, 15 percent, fewer transfer students enrolled the 2000
fall semester compared to the 1999 fall semester and 102, 10 percent, fewer
students compared to the 1998 fall semester.
Eastern Illinois University offers degree programs in four colleges. The Board of Trustees degree is available through the School of Adult and Continuing Education. The Colleges in descending order, starting with the largest enrollment decline in transfer students from the 1999 fall semester to the 2000 fall semester were:

Psychology first-time transfer majors increased the most, 12 students or 20 percent, during this same time period. However, the total number of first-time Psychology transfer students for the 2000 fall semester, 73, was only two larger than the 1998 fall semester enrollment of 71.
First-time transfer student enrollment from Illinois community colleges and select two-year colleges is shown in Table 5. According to the three-years of study data, the largest first-time community college transfer student enrollment, which was 800, occurred in the 1999 fall semester. Community college transfer student enrollment increased 28 students from the 1998 fall semester (772 total) to 1999 fall semester (800 total) but decreased 127 students from the 1999 to the 2000 semester (673 total). In two years, the first-time community college enrollment decreased by 99 students.

These 10 community colleges generated 468 first-time transfer students or 70 percent of the total 2000 fall semester Illinois community college enrollment of 673 students.

The three year first-time transfer student enrollment of 1513 from the above mentioned 10 community colleges represents 67 percent of the combined total enrollment of 2245 students from all the Illinois community colleges. Southwestern and Lincoln Land switched with Kaskaskia and Elgin for having more total students in the three-year study data than in the 2000 fall semester data.
A comparison of first-time transfer students from community colleges and select two-year colleges in Illinois who enrolled with a baccalaureate-oriented-associate degree to all first-time transfer students enrolled at Eastern Illinois University by majors is shown in Table 6. For each of the three years of the study data, approximately one-third, 1019 or 34 percent, of all 2996 first-time transfer students graduated from community colleges in Illinois with an Associate in Arts (AA), Associate in Science degree (AS), or other transfer associate degree. The EIU majors selected most by these transfer students with associate degrees over the three years of the study data were as follows:

Elementary Education was not only the most popular major chosen by all first-time transfer students but also by transfer students with baccalaureate-oriented-associate degrees from community colleges and select two-year colleges in Illinois. As reported in the three-year study data, 203 transfer students or 52 percent, with associate degrees enrolled in elementary education. Although undeclared majors had the second largest total of 239 enrollees for all transfer students, only 40 or 17 percent, had completed an associate degree. There were 704 associate degree first-time transfer students or approximately 37 percent of all 1921 first-time transfers enrolled in these selected majors.
First-time transfer student enrollments by credit hours and degrees from community colleges and select two-year colleges in Illinois on the 10th day of the 1998-2000 fall semesters are shown in Tables 7, 8 and 9. The three years of study data revealed that less than 10 percent of the 2245 first-time community college transfer students or 219 enrolled with less than 30 credit hours. There were 2026 out of 2245 students, or 90 percent, who transferred 30 or more credit hours. On an average, for each of the three years of the study data, approximately 45 percent of the first-time transfer students from community colleges and select two-year colleges in Illinois had completed an associate degree.

During the three years of the study, there were 1515 first-time transfer students from these 10 community colleges who transferred to Eastern. From this group, 706 or 47 percent, transferred with associate degrees. It is interesting to note that the combined total of 404 transfer students from Lake Land College (229) and Illinois Eastern Community Colleges (175) represented 57 percent of the total number of 706 transfer students with associate degrees from these 10 community colleges. The enrollment of all first-time transfer students into Eastern Illinois University majors and clusters is shown in Appendix B.
Summary
This study provided longitudinal data regarding enrollment patterns of first-time transfer students at Eastern Illinois University. Over the past ten years, undergraduate transfer enrollment has averaged 40 percent of the total undergraduate enrollment. However, since the 1995 fall semester, on-campus transfer student enrollment dropped below 40 percent; in the 1998 fall semester it was 36 percent and for the fall 2000 semester decreased to 35 percent. The data for this study were obtained from 10th day 1998-00 fall semester enrollment reports. Almost all of these first-time transfer students were from colleges and universities in Illinois. Approximately 75 percent of these students transferred from community colleges and two select two-year colleges in Illinois.
Over the three years of the study, the average number of credit hours and average age remained relatively constant. Entering first-time students transferred approximately 57 credit hours and were about 22 years old. The predominate ethnic background of all first-time transfer students remained relatively in the same proportion each fall semester with White designated by almost 90 percent of the students followed by Black denoted by five percent (other ethnic groups included Hispanic, Asian and native American).
The 1999 fall semester had the largest number or 1072 enrolled first-time transfer students. There were 1013 transfer students enrolled the fall 1998 semester and 911 enrolled fall semester 2000. Almost 15 percent less transfer students enrolled the 2000 fall semester compared to the 1999 fall semester and 10 percent less students enrolled when compared to the 1998 fall semester.
All four colleges within the university experienced decreases in first-time transfer student enrollment. The decline in transfer student enrollment among the four colleges from 1998 to 2000 fall semester was 10 percent, or 86 students, and between the 1999 and 2000 fall semester 14 percent, or 129 students[1]. For the 2000 fall semester, the College of Business and Applied Sciences and the College of Education and Professional Studies each had approximately a 19 percent decrease in first-time transfer students or 54 and 50 respectively. The College of Sciences and the College of Arts and Humanities each had a 7 percent decrease in students or 15 and 10, respectively. The majors selected most by all first-time transfer students were elementary education, undeclared and psychology.
First-time transfer student enrollment from Illinois community colleges and select two-year colleges accounted for about 75 percent of the total transfer student enrollment. In the 1998 fall semester, there were 772 out of 1013 students or 76 percent, who transferred from these Illinois community colleges. The 1999 and 2000 fall semester’s reports indicate 800 out of 1072 or 75 percent, and 673 out of 911 transfer students or 74 percent, enrolled from these community colleges. There were 10 community colleges in the 2000 fall semester where 673, or 70 percent, of the first-time transfer students attended prior to transferring. The greatest decline in first-time transfer student enrollment occurred between the 1999 and 2000 fall semesters. Overall, there were 161 fewer transfer students and, of this group, 127 or 79 percent, were from Illinois community colleges.
Almost 90 percent of the first-time Illinois community college transfer students, or 2026 out of 2245 students, for the three years of this study transferred 30 or more credit hours. Of this group, approximately 45 percent completed a baccalaureate-oriented-associate degree. Approximately, for each of the three years of the study, one out of every two first-time Illinois community college transfer students completed an associate degree. All total, there were 10 Illinois community colleges that supplied two-thirds of the community college transfer student enrollment to Eastern.
Recommendations
This study provided longitudinal data in respect to the enrollment patterns of first-time transfer students. In particular, it identified the impact of transfer students from Illinois public community colleges and select two-year private institutions on Eastern Illinois University’s undergraduate enrollment. Based upon these data, recommendations were made as follows:
1. Continue to analyze enrollment patterns of first-time transfer students and particularly Illinois community college transfer students in relationship to the overall undergraduate student population.
2. Increase campus awareness of the significance of first-time transfer student enrollment on overall undergraduate student population by distributing and by discussing study results with appropriate administrators, faculty and staff.
3. Increase accuracy of data reporting student choice of Eastern Illinois University major/program by initiating procedures whereby academic affairs articulates the latest approved college majors with the admissions office so that first-time student applications will be coded into up-to-date majors.
4. Continue the Academic Affairs initiative to develop program level articulation agreements between Eastern Illinois University and Illinois community colleges to enhance the seamless transfer of students and programs of study.
5. Develop and implement strategies to increase transfer student enrollment from Illinois community colleges with large student populations and low transfer rates to Eastern Illinois University.
6. Initiate research to identify factors that could have a causal effect on transfer student enrollment decreases in select Eastern majors and programs of study.
7. Campus committees responsible for enrollment management, marketing, student recruitment, retention and other related topics should use this study data as a basis to initiate development and implement strategies to increase and retain transfer students.
8. Improve and enhance transfer student enrollment research.
