EXECUTIVE RULES
"Student Government will strive in every aspect of their respective office to promote service, leadership, diversity and integrity. Student Government members shall maintain a progressive state of mind in order to represent the student body in regards to their respective positions. Student Government will protect the rights and interests of the students while also enhancing the quality of the EIU experience through the power that is vested in them by Eastern Illinois University."

Student Government Executive Rules 09-10
We the Executives of the EIU Student Government pledge our full cooperation with members of the Student Body, the other fee funded boards, faculty, staff and administration. We further pledge to faithfully and aggressively discharge our duties representing the will of the Eastern Illinois University Student Body.
I General Rules
A. All five members of the Executive Board have full voting rights. Results are decided by a simple majority. As Chairperson of the Executive Board, votes cast by the Student Body President shall be counted last.
B. All Executives shall serve, as prescribed by The Elections Reform Act, from a period beginning July 1st of the year they are elected until June 30 of the following year unless otherwise disqualified to serve.
II Executive Board Meetings
A. As head of the Executive Branch, the Student Body President shall be the Chairperson of all Executive Board meetings. In the absence of the Student Body President, the Executive Vice President shall serve as Chairperson.
B. Quorum for Executive Board meetings shall be set at three (3) members.
C. The Executive Board shall convene two (2) monthly meetings in accordance with Article III of the Student Body Constitution. These meetings shall be at a regularly scheduled time and place. All Executive Board meetings shall be open, with the exception of meetings with the University President and Vice President for Student Affairs. In the event of a scheduling change, the Student Senate, University Vice President for Student Affairs, Chief Justice of the Supreme Court and Daily Eastern News must be informed within 48 hours of the change.
D. The Speaker of the Senate and Chief Justice of the Supreme Court are both ex-offiicio members of the Executive Board, though they do not have voting rights.
III Office Procedure
A. All Executive Officers will have a schedule posted outside their office door by the end of the first week of each semester, listing at least five (5) hours in which they will be in their office each week.
IV Student Body President
Shall appoint all student members to the following Boards: Intercollegiate Athletic Board, University Union Board, Student Publication Board, Judicial Board (Student Standards), CATS, Student Legal Services Fee Board, Library Advisory Board, Laptop Initiative Committee, Bond Revenue Committee, Enrollment Management Advisory Committee, WEIU Advisory Board, University Environmental Health and Safety Committee, and any other University Committee not appointed by another Executive Board member. The Student Body President shall also appoint all members of the Student Supreme Court and shall temporarily fill any vacancy within the Executive Branch.
Shall represent the Student Body at all official functions, including but not limited to Convocation, Commencement, awards banquets, and other official University events.
Shall be in charge of the organization and operations of First Night.
Shall be in charge of creating and presenting the annual Student Government Budget, in association with the Speaker of the Student Senate, the Vice President of Business Affairs, and in consultation with the rest of the Executive Board and Student Senate.
V Executive Vice President
A. Shall appoint the Student Representative to the Charleston City Council and all members of the Student Action Team, subject to a 2/3 vote of the Student Senate.
B. Shall serve as an ex-officio member of and attend all meetings of the Student Senate External Relations and Tuition & Fee Review Committees
C. Shall serve as an ex-officio member of the Student Publications Board, the Energy and Sustainability Committee, the Health Services Board, and any other Student/Faculty Board prescribed by the University Internal Governing Policies
D. Shall, in accordance with University Internal Governing Policies, maintain communication with the chairs of and oversee the operations of all Student Faculty Boards. This oversight shall not interfere with the general operations and policies set by each individual Board, and deference shall be given to the chair of each Board in the execution of their Board's duties.
E. Shall assume the duties of the Student Body President if he/she is unable to temporarily perform said duties of the office.
F. Shall maintain the position of Student Trustee notwithstanding any changes to his/her position within Student Government, unless he/she resigns specifically as Student Trustee or fails to meet the requirements set by state statute for said position.
G. Shall maintain all records of the Executive Branch, including but not limited to Executive Board Minutes, fall evaluation sessions, and final Executive Reports.
VI Academic Affairs
A. Shall sit on the Council on Academic Affairs and Faculty Senate, and shall appoint two additional members to each Board. The VPAA shall also sit on any other committee prescribed by University Internal Governing Policies.
B. Shall appoint student members to ATAC and Grade Appeals Committees, and shall appoint all Student College Deans.
B. Shall maintain relations with University Faculty, and act as the student liaison on all faculty related issues.
C. (General provisions for Council of Student Deans, as defined by Student Body Constitution)
D. The Vice President for Academic Affairs shall serve as an ex-officio member of, and attend monthly meetings of, the Senate Academic Affairs Committee.
VII Student Affairs
A. The VPSA shall appoint RSO Liaisons to assist Student Government in coordinating with registered student organizations. RSO Liaisons shall be subject to a majority vote by the Student Senate.
B. The Vice President for Student Affairs shall serve as an ex-officio member of the Senate Student Relations Committee, attending meetings on a monthly basis.
C. The VPSA shall be charged with organizing and promoting the Student Organization Council (SOC). The VPSA shall be the Chairperson of all Student Organization Council (SOC) meetings.
D. The VPSA shall keep an up to date dossier of RSO information. This shall include contact information, meeting time and location and a brief overview of the organization.
E. The VPSA shall be charged with organizing Pantherpalooza, Panther Service Day and other One Campus, One Community Events and programs.
VIII Business Affairs
Shall serve as Chairperson of the Apportionment Board and shall report all actions of said Board to the Student Senate.
Shall attend all meetings of the Tuition and Fee Review Committee.
Shall serve as a voting member of the Student Publications Board, as an alternate member of the University Union Advisory Board.
Shall appoint all student members to the Apportionment Board, CUPB, and the Energy and Sustainability Committee, and any other committee as prescribed by University Internal Governing Policies.
IX. Executive Commissions
As prescribed by the Student Body Constitution, Executive Commissions shall be created by, shall be chaired by an Executive Officer appointed by, and shall be comprised of members appointed by the Student Body President.
An Executive Commission shall be defined as a committee whose main purpose is to gauge student input on specific issues affecting students that are not expressly addressed by Standing Committees of the Student Senate.
Membership to all Executive Commissions shall be open to any interested member of Student Government or of the general student body.
Shall maintain a regular schedule of open meetings.
The number of Executive Commissions shall not exceed the number of Executive Officers
X. Adoption and Amendments
A. These Executive Rules shall be declared adopted after having received a majority vote of the Executive Board and Student Senate, and any amendments to these Rules shall be adopted in the same manner.
