Staff Senate Minutes: March 9,  2005

SENATORS PRESENT:    Sandy Bingham-Porter, Greg Boyd, Dan Carpenter, KathyCartwright, Adam Due, Katie Rice, Anne Cutright, Tom Leonard, Matt Pederson, Doug Sloat, and Janice Spraker

SENATORS ABSENT:      Eric Davidson, Zoraida Irizarry, Teresa Sims, and Linda Strange

President Kathy Cartwright called the meeting to order at 1:15pm in the Schahrer Room.  She announced that Anne Cutright was retiring.  The Staff Senate wants to thank Anne for serving as a Senator and serving on the Parking Appeals Committee; she will be greatly missed!  In addition, Kathy announced that Adam Due is the new representative for the University Police Department, and Marla Cooper is a constituent serving on the Union Advisory Board.  Welcome to both of you!

Sandy Bingham-Porter, our CUPB representative, shared the FY06 budget process starting with EIU’s requests, the IBHE preliminary recommendation and IBHE final recommendation, and the Governor’s recommendations and final appropriations are still pending.  Also, it was reported to the CUPB that the NCA had an excellent report of EIU.  Two seats on the CUPB (one staff, one A/P) to represent the Staff Senate in September 2005 are available.

Adam Due, our Parking Committee representative, shared the test locations for reserved parking that may cost three times a regular permit.  At University Apartments, the time required to have a permit to park will be expanded.  EIU permit costs are one of the lowest of other universities and hasn’t raised in 10+ years.  However, with costs going up (resurfacing, purchasing land, etc.), it is proposed to raise regular permits 20% for the next three years starting 2005-2006, and having a 2-3% increase thereafter.  The Staff Senate discussed the option of payroll deduction over more than one pay period to help staff absorb the cost.  Constituents are to respond with feedback to these proposals by March 23.

Tom Leonard asked the Senate to research why students with voting rights are included on interview panels for hiring new and supervisor BSW positions.  Greg Boyd asked the Senate to research why the brick masons and labors at Facilities do not receive all of the paid holidays that other crafts receive.  The Senate will contact Chuck Phillips.

Janice Spraker reported that summer hours will be implemented as in earlier years.  Operational needs in each area will need to be considered.  The Facilities’ crafts are being contacted.  In addition, she scheduled a PowerPoint presentation of Banner at the May 11 Staff Senate meeting in the Oakland Room at 1:15pm.  All constituents are encouraged to attend.  As the Staff/Faculty Senate Relations Committee, she was contacted concerning the Staff Senate supporting resolutions if a child care need exists.  The Senate wants to review both the needs assessment and any resolutions before making a decision of support.  The Staff Senate Executive Board met with the NCA on February 16.  The EAC April 14-15, 2005 Agenda was distributed and it was requested to review the Discharge Process.  The discharge process can be found at www.eiu.edu/~humanres/EAC.htm.  Please respond to Julie Benedict with clarification on the wording or on the process before the April EAC meeting. 

Doug Sloat shared that the first meeting of the Facilities Search Committee is this afternoon, March 9.

Kathy Cartwright shared the many subjects that both Lou and VP Cooley communicated to the Executive Board on March 8.  Subjects included the various construction projects effecting several buildings, 7th Street tentatively closing over Spring Break, the FY06 budget, pension proposals, summer hours, the NCA review, fund raising, the Banner software, etc.  A color map showing fencing and vehicle barriers from the Facilities web sight was distributed to Senators.

Katie Rice offered a reminder that the State Universities Civil Service Systems Director (SUCSS) will hold an open orientation session at EIU on April 5 in the Charleston/Mattoon Room at 1:30pm.  Anyone is welcome to attend. 

Kathy Cartwright, VP of Student Affairs Search Committee, shared that the committee met March 10.  The tentative schedule is on-campus interviews the last two weeks of April and a start date of August 1.  The website is  http://www.eiu.edu/~vpsasrch/ .  Kathy is chairing the Staff Senate April Elections.  The Election will be held April 27 at the University Union Bookstore Lounge.  There are seats available in: Non-Negotiated, Negotiated Facilities, AFSCME 981-BSW/FS, AFSCME 981-Clerical/Tech, and A/P.  A Nomination Petition is on the back of these minutes.  If you are interested, please fill the form out and return to Kathy Cartwright at the University Union by April 6. 

V.P. Nilsen is arranging a bus for EIU Day at the Capital in Springfield on April 13.  Both the January and February minutes were approved.  Matt Pederson distributed  Social Security Facts.
