Staff Senate Minutes: November 10, 2004SENATORS PRESENT: Sandy

Kathy Cartwright called the meeting to order at 1:15pm in the Schahrer
Room. Tami Duzan shared information from the
“Council of Councils” held on October 15 at Northern Illinois
University. NIU’s President addressed the group
concerning budget cuts. Both an Illinois Senator
and Representative from the House were in attendance. They
mentioned the impacts of the local university on the local economy, and
bills that passed the legislature. Four specific
bills had direct impact on universities that dealt with tuition, line
items, faculty diversification, and fire sprinklers in the dorm rooms.
The Director of the Civil Service Systems (SUCSS)
representative shared that tests will be taken on-line for both
promotions and new hires; some classifications as soon as December 2004.
Specifically, food service, building services and clerical
will be the first. This will help with having
immediate scores. Their website is http://www.sucss.state.il.us/
The Director of the State Universities Retirement System
(SURS) representative shared that retirement (not medical benefits) are
protected under the Illinois State Constitution, Article 13.
Anyone can be involved by joining the annuitant
association, even if the individual isn’t an annuitant. Their

shared that EIU will host the “Council of Councils” in October 2005.
There were about fifty attendees from various universities
at the NIU workshop. Greg Boyd
reported that the winter heating set point is 70 degrees (plus or minus
2 degrees). During the Christmas break, the set
point is 65. Sandy Bingham-Porter
reported that the next CUPB meeting will be November 12. In the
October meeting, the NCA Accreditation was discussed. The Staff
Senate is dissatisfied with the lack of information about the staff
compared to other NCA reports. Kathy Cartwright shared that the University Advisory Board approved an adult commuter student lounge which is sponsored by OASIS (Organization for Adult Students, Informal & Supportive) and the School of Continuing Education. It will be located on the mezzanine outside of the Schahrer Room. Sandy
Bingham-Porter and Janice Spraker shared the Facilities, Planning and
Management Search schedule. Advertisements will be
done in November, on-campus interviews conducted March/early April, and
a candidate tentatively hired by June. FY05
Committee members were appointed. Parking Appeals: Anne Cutright;
Staff/Faculty Senate Relations: Tom Leonard, Greg Boyd, Janice Spraker;
Environmental Health and Safety: Dan Carpenter. The
Staff Senate October minutes were approved. Mosezell
Magee announced that he will be leaving the university to work for the
FBI. The Senate will miss him and we extend our

Spraker is serving on the Tuition and Fee Review Committee.
The Committee is receiving presentations consisting of
financial reports and services provided from the following departments:
Student Legal Services, Student Publications, Technology, Health
Insurance, MLK University Union, and Health Services. The
next meeting is December 8, 2004, in the Schahrer Room. Our
meetings are always open and everyone is
welcome to attend. If anyone has any
