Because no two projects
are exactly alike, an owner looks at each one and chooses the delivery method
and contract type to match the project. Each method - traditional, design/build,
and construction management has advantages and disadvantages. It is the owner's
task to decide which method, given the project, maximizes the advantages and
minimizes the disadvantages.
The best way to do
this is to examine the project risks. The owner should also look at his or
her own organization and realistically assess what type of expertise exists
there and what time commitment can be given to managing the project. Figure
4.11 (in the text) shows what is gained and lost by each method.
Once the project is matched with a delivery method, the owner can choose a
contract type. The goal here is to minimize risk while minimizing the costs
to the organization. Again, different contract types match up better with
specific project types than others. The owner must weigh the risks against
the price and come up with a type that best protects his or her organization.
